This year, US government spending on quantum-computing research reached $60 million, according to an NSA estimate
I've been looking on the web for a source for this number, but had no luck. Is there any reference for this estimate?

To nextquant: That number ($60 million) was an internal estimate provided directly by the NSA to me. I've not seen it published anywhere else.
Based on this article and based on the progress made with Lamport signatures, I think it's safe to say that the current public-key cryptography systems are still sound - not to mention the fact that even if such a computer COULD breach any PKE system, you could still use the old school method of using a secret key.
The NSA can't touch us now...
